Early Learning Technology Brief (US)

The US Office of Educational Technology  and U.S. Department of Health and Human Services have released a policy brief titled Policy Brief on Early Learning and Use of Technology  (October 2016)  [ pdf ] and is based on this vision “all young children will have adults in their lives who are well-informed on how to use technology to support learning at various ages; and 2) all young children will have opportunities to learn, explore, play, and communicate through a multitude of approaches, including the use of technology”(p. 4).

From the conclusion:  “Whether in early learning settings or at home, appropriate use of technology should support deep cognitive processing and intentional, purposeful learning that promotes the healthy development of children. ” (p. 21).
